Dubai Health Board of Directors reviews progress and future projects to advance healthcare excellence
The Board of Directors of Dubai Health convened its first meeting of the year, chaired by His Highness Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Dubai Health Board of Directors. The meeting was attended by His Highness Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Vice Chairman of the Dubai Health Board of Directors.
The Board reviewed progress across Dubai’s integrated academic health system and discussed key strategic projects and future initiatives aimed at advancing healthcare excellence.
Held at the Dubai Health headquarters, the meeting was also attended by Her Excellency Dr. Raja Easa Al Gurg, His Excellency Abdulla Abdul Rahman Al Shaibani, Professor Sir Ian Andrew Greer, His Excellency Walid Saeed Al Awadhi, His Excellency Mohammed Hassan Al Shehhi, Dr. Amer Sharif, and Dr. Hanan Al Suwaidi.
His Highness Sheikh Ahmed bin Saeed Al Maktoum welcomed the Board members, noting their role in advancing Dubai’s health system and supporting the objectives of the Dubai Social Agenda 33, which aims to create a sustainable human-centered system. His Highness commended the achievements of Dubai Health teams and highlighted the importance of continued collaboration in driving progress that advances the quality of care and life for the community.

Dubai Health Board reviews three-year milestones in advancing patient-centred care
Chaired by Ahmed bin Saeed and attended by Mansoor bin Mohammed, Dubai Health Board reviewed three-year milestones in advancing patient-centred care.
His Highness Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Board of Directors of Dubai Health, chaired a meeting of Dubai Health’s Board of Directors, in the presence of His Highness Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Vice Chairman of the Board of Directors of Dubai Health, to review Dubai Health’s achievements over the past three years and their impact on improvements to access to care and the patient experience.
The meeting, held at Dubai Health’s headquarters, was attended by Her Excellency Dr. Raja Easa Al Gurg, His Excellency Abdulla Abdul Rahman Al Shaibani, Professor Sir Ian Andrew Greer, His Excellency Walid Saeed Al Awadhi, Mohammed Hassan Al Shehhi, Dr. Amer Sharif, CEO of Dubai Health, and Professor Alawi Alsheikh-Ali, representing the Mohammed Bin Rashid University of Medicine and Health Sciences (MBRU).
At the outset of the meeting, His Highness Sheikh Ahmed bin Saeed Al Maktoum welcomed the board members and commended their efforts to foster a culture of continuous improvement of healthcare services in Dubai. He acknowledged their contributions to enhancing the quality of services in ways that have positively impacted patient experience and satisfaction.
He said: “Dubai Health’s achievements over the past three years reflect our commitment to placing patients at the heart of every improvement and transformation. These achievements are a testament to the dedication of our teams and represent a key step towards fulfilling the goals of Dubai Social Agenda 33 — establishing a sustainable, and people-centred health system that prioritises well-being.
His Highness expressed his appreciation to the teams across Dubai Health for their dedication, which contributed to achieving a customer happiness score of over 90% in the 2024 Dubai Government Customer Happiness Index - a reflection of Dubai Health’s commitment to delivering integrated, high-quality healthcare services.
Following the meeting, Their Highnesses toured Dubai Health’s Operations Center, where they were briefed on the Patient Journey Redesign Program — a strategic initiative to enhance care delivery across the integrated academic health system.
Advancing through continuous improvement
His Highness Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum described the progress in patient care delivery as a transformative shift in how healthcare is provided across the city. He noted that these efforts reflect a forward-looking vision to offer a seamless care experience for all members of society.
He said: “We believe that the continuous enhancement of our healthcare services requires scientific research — a cornerstone for achieving excellence in the quality of care. Our aim is to deliver a future-ready patient journey, aligned with the needs and expectations of our community. This vision reinforces Dubai’s global standing as a hub for healthcare innovation and excellence.”
Dr. Amer Sharif, CEO of Dubai Health, reaffirmed Dubai Health’s commitment to building an integrated academic health system that places the patient at its core, guided by global best practices. He emphasised the importance of the community’s inputs in shaping healthcare services, noting that public feedback on healthcare experiences has become a key pillar in driving improvement efforts. Initiatives such as the launch of the Press Ganey patient experience programme and the ‘Dubai Health Majalis: Voice of the Community’ reflect Dubai Health’s commitment to listening closely to the community and meeting them where they are — in alignment with the objectives of the Year of Community 2025.
Health Operations Center overview
During the tour of the Health Operations Center, Khalifa Baqer, Chief Operating Officer of Dubai Health, presented a comprehensive overview of progress achieved from 2022 to 2024. He noted measurable growth in patient-focused services, aligned with Dubai Health’s primary value of ‘Patient First.’
Community Health Services:
Dubai Health recorded significant growth in community healthcare services, with performance indicators improving across the board. Medicine home deliveries increased by 189% to approximately 109,000 in 2024, compared to 37,724 in 2022.
Patient Transport Services:
As part of efforts to enhance service quality and improve access to medical care, Dubai Health launched the Patient Transport Service to offer dedicated transportation for patients between their homes and healthcare facilities for appointments and treatments, ensuring safe and convenient access to care. The service aims to offer patients a more comfortable and dignified healthcare experience, reinforcing the principles of hospitality within the health sector. Launched just two years ago, the service has seen a strong uptake, with the number of beneficiaries rising from 862 in 2023 to 5,365 in 2024.
Home Care:
The medical home visits programme saw a 68% increase in visits over three years, reaching a total of 90,816 visits — up from 23,277 in 2022 to 39,114 in 2024. This reflects Dubai Health’s commitment to delivering care that is accessible, consistent, and centred around patient comfort.
Telemedicine:
From 2022 to 2024, Dubai Health delivered 256,350 teleconsultation services, reflecting a 17.7% increase. The number of services rose from 78,969 in 2022 to 92,930 in 2024, supporting the goals of Dubai’s Digital Strategy.
Call Center operations:
Approximately 5 million calls were professionally managed over three years, demonstrating high levels of responsiveness and operational readiness in meeting community healthcare needs.
Redesigning the patient journey
Dubai Health’s Patient Journey Redesign Program is designed to follow the patient’s care pathway from entry into the system to treatment completion, ensuring a seamless and coordinated experience across all stages of care.
The initiative focuses on optimising 45 priority care pathways — covering approximately 68% of the patient population — including emergency, specialised, and preventive care journeys.
Developed in direct response to community feedback and insights regarding healthcare experiences, the initiative aligns cross-disciplinary efforts and leverages data to reinforce Dubai Health’s future readiness and commitment to delivering integrated, high-impact services.

The meeting, held in the presence of His Highness Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Vice Chairman of the Board of Directors of Dubai Health, emphasised the importance of global partnerships in supporting medical education and strengthening the healthcare sector.
The meeting, held at MBRU, was attended by Her Excellency Dr. Raja Easa Al Gurg, His Excellency Abdulla Abdul Rahman Al Shaibani, Professor Sir Ian Andrew Greer, His Excellency Waleed Saeed Al Awadhi, Mohammed Hassan Al Shehhi, Dr. Amer Sharif, CEO of Dubai Health, and Professor Alawi Alsheikh-Ali representing MBRU.
During the meeting, the board reviewed significant projects and achievements from the previous term, reaffirming Dubai Health's commitment to elevating healthcare standards and innovation in line with the Dubai Social Agenda 33.
A Decade of Partnership with Queen's University Belfast
The board also celebrated a decade of partnership between MBRU and Queen's University Belfast (QUB). Established in 2015, the collaboration was built on a shared vision for advancing healthcare education and research.
His Highness Sheikh Ahmed bin Saeed Al Maktoum praised this partnership, highlighting it as a model for international academic cooperation, demonstrating Dubai Health’s commitment to positioning Dubai as a global healthcare hub. In recognition of this successful partnership, His Highness Sheikh Ahmed bin Saeed Al Maktoum honoured Professor Sir Ian Andrew Greer, Dubai Health Board Member and Chancellor of QUB, for his contributions to strengthening the collaboration between the two universities. He wished the university continued success in its future endeavours.
His Highness Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Vice Chairman of the Board, commended the success of Dubai Health's global partnerships, describing them as fundamental to the development of Dubai’s healthcare system. His Highness also expressed his appreciation to Dubai Health teams for continuously improving the quality of services, and emphasised the importance of academic and scientific collaborations to further develop Dubai’s healthcare system.
Her Excellency Dr. Raja Easa Al Gurg, Chairperson of MBRU Council and Dubai Health Board Member, said: "Celebrating ten years of academic collaboration with QUB underscores our commitment to achieving the highest standards in medical education and research. This partnership has enhanced the capabilities of our healthcare professionals across various specialties, elevating the standard of patient care. We thank QUB for its ongoing collaboration and look forward to continuing our partnership."
Professor Alawi Alsheikh-Ali, Chief Academic Officer at Dubai Health and Provost of MBRU, highlighted the tangible impact of the collaboration, stating: "Over the past decade, this partnership has led to the accreditation of several undergraduate medical programmes, sending numerous students on scholarships for advanced studies and training, and the establishment of the Hind Bint Maktoum College of Nursing and Midwifery. It has also contributed to joint research initiatives and the development of MBRU's Biomedical Research Center."
He concluded: "We are immensely proud of the accomplishments resulting from this collaboration and its significant impact on developing medical expertise and promoting academic excellence."

His Highness Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Board of Directors of Dubai Health, presided over the first meeting for the second term, held following Decree No. 53 issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai. Creating a Sustainable Healthcare Sector
His Highness Sheikh Ahmed bin Saeed Al Maktoum reaffirmed Dubai Health's dedication to positioning Dubai as one of the best cities in the world in healthcare, medical education and scientific research, guided by the Emirate's visionary leadership. His Highness thanked Dubai Health teams and encouraged them to continue championing the 'Patient-First' value.

His Highness Sheikh Mansour bin Mohammed bin Rashid Al Maktoum, Vice Chairman of the Board of Directors, highlighted that Dubai Health will spare no effort to achieve the vision of the leadership to transform Dubai into a leading global model in advancing health for humanity, and how sustained investments in health and well-being have strengthened the healthcare ecosystem and reinforced public trust.
The Board of Directors Meeting
During its meeting, the Board discussed Dubai Health's key achievements in the first term and examined several upcoming strategic projects and programs aimed at enhancing care. The Board also reviewed progress on the Hamdan Bin Rashid Cancer Hospital and approved plans for a new Diabetes Center.
The New Diabetes Center
Scheduled to open in 2026, the new center embodies the integrated academic health system’s commitment to deliver care that evolves alongside continuous research and learning, in accordance with the highest international standards. The new center builds on the continuous service provided through the Diabetes Center, which celebrated 15 years of providing healthcare services to patients this year. Dubai Health's Diabetes Center has been a cornerstone of specialized diabetes care, having served over 15,000 patients since its establishment in 2009.
The new center will cover a total area of more than 53,000 square feet, double the size of the current facility, and will enable Dubai Health to treat twice as many patients in the next 10 years. The center will also offer a broad range of services and advanced therapeutic programs, enhancing the comprehensive healthcare experience. The new location is also easily accessible from various areas of the Emirate of Dubai.
Her Excellency Dr. Raja Easa Al Gurg, Member of the Dubai Health Board of Directors and Chair of the Steering Committee of the new Diabetes Center, said: "The new facility with its patient centered design will strengthen the integrated healthcare ecosystem in Dubai. Through a sharp focus on medical innovation and the adoption of the latest technologies, we aim to continuously develop services that provide the highest levels of specialized care for diabetes patients.”
The Importance of the New Center
Dr. Mohamed Farooqi, Director of the Diabetes Center and Consultant Endocrinologist at Dubai Health, emphasized the importance of the new center and its pivotal role in supporting diabetes patients, stating: "The new center builds on Dubai Health's years of experience and commitment to exceptional care, offering both specialized treatment and prevention service to meet the needs for comprehensive care of patients across Dubai. With the addition of specialties such as cardiology, nephrology, and ophthalmology, we will be able to offer an advanced level of care."
He further commented: "The new center demonstrates our dedication to incorporating the latest technology into our academic health system, with an emphasis on integrating endocrinology specialties within pediatric care. We aim to deliver comprehensive treatment that meets patients' needs and helps to enhance their long-term health outcomes."
Dubai Health's new diabetes center underscores the growing importance of harnessing the promise of artificial intelligence alongside traditional methods of healthcare delivery. The facility will be equipped with advanced medical technology, and examination rooms will feature technologies designed to provide patients with a smooth and efficient experience.
